Successful data management programs are characterized by business ownership of the goals and objectives of data management. Priorities and alignment on implementation tactics are constructed via meetings with stakeholders and based on the guiding principles of the organization. Alignment is best achieved when the needs and priorities of the stakeholders are involved in the decision making process. Alignment on strategy and approach is necessary before execution of the implementation phase of the program. The process of achieving alignment (and preventing business from engaging in “rogue projects”) is not a linear process. It involves a culture of open communication and means a delicate balance between (often competing) business priorities, resources required for implementation, and overall value delivered to the organization. Managing this balance is a critical function for the data management team.

c. Has the funding model been developed, evaluated and confirmed by relevant stakeholders

d. Is the funding model aligned with the culture, business structures and priorities of the organization?

e. Are there defined cost/benefit allocation methodologies, formalized expense management practices and business justification measurement processes in place within the organization (endorsed by key stakeholders)?

f. Does the funding model cover all aspects (i.e. tangible, intangible, special requests, unique applications, urgent requirements, etc.) of data management?

g. Is there a process in place for extending the funding model as the organization evolves?

h. Is the budget management process and the determination of ROI aligned with the funding model?
