UM ESTUDO DE CASO NO MUNICÍPIO DE PARIPIRANGA - BA

RESUMO

Este artigo propõe-se a analisar o Programa Bolsa Família (PBF) à luz do referencial teórico crítico dialético – tomando como referência a realidade brasileira “neoliberal” a partir de 1990 – e como ele se configura no município de Paripiranga, Bahia. Para atingir tal objetivo, realizou-se uma pesquisa bibliográfica que propiciou uma maior aproximação teórica acerca do social-liberalismo, além de identificar os indicadores do PBF no município de Paripiranga. No decorrer do estudo, fora ponderado a inserção social-liberal na Política de Assistência Social, tais como: justiça social, equidade e vulnerabilidade social, que sob a ótica da priorização, focaliza – com medidas compensatórias através dos programas de transferência de renda^[2] – as ações na extrema pobreza e se torna restritiva ao mais pobre entre os pobres. Destaca-se aspectos relevantes da pesquisa: o levantamento do referencial teórico; a busca pelo conhecimento; e se somando a isso, meu novo desafio de gerir este Programa no município que trabalho, sendo um enorme motivador para esse estudo. Destarte, pode-se concluir que a Política da Assistência, ao aderir à estratégia “neoliberal”, tem como produto a manutenção velada da pobreza, pois torna-se um instrumento de distanciamento dos conflitos para a conservação da ordem capitalista.

ABSTRACT

This article aims to analyze the Family Grant Program (FBP) in the light of the theoretical framework critical dialectic - taking as reference the Brazilian reality "neoliberal" from 1990 - and how it is configured in the municipality of Paripiranga, Bahia. To achieve this goal, we performed a literature search that has brought about a greater approximation theoretical about social liberalism, as well as to identify the indicators of the FBP in the municipality of Paripiranga. In the course of the study, out weighted the insertion liberal social Policy in Social Assistance, such as: social justice, equity and social vulnerability, that from the perspective of prioritization, focuses on - with compensatory measures through the income transfer programs - the actions of extreme poverty and becomes restrictive to more poor among the poor. Highlights relevant aspects of research: a survey of the theoretical framework; the quest for knowledge; and adding to this, my new challenge to administer this Program in the municipality that work, being a huge motivator for this study. In this way, it can be concluded that the Policy of Assistance, by joining the strategy "neoliberal", has as product maintenance velada of poverty, because it becomes an instrument of distancing the conflicts for the conservation of the capitalist system.
